Yes and no. A woman cannot orgasm if she is not into it at all. It is the teamwork necessary for the orgasm to occur.

Yes and no. I certainly think the woman has the ability to orgasm or doesn’t, and while participation from a man can make the event happen if the former, if not he’s going to be on a hiding to nothing.
Personally, I only had my first vaginal orgasm just over three years ago, when I was 41. I then started to have them just from nipple stimulation, then after sex (but without any touching), then just from mentally willing it, and a few weeks ago I had one just from kissing.
So, I’d say it’s about being relaxed and willing to let yourself go, and to have partners who encourage it rather than making you feel self-conscious about it. The more I’m into a man the more I orgasm, but fundamentally I think it’s all from within me.
Semele, I am in awe :) But you’re right, I think it comes from within us, how turned on we are and then the man can facilitate that :)
There has to be a desire for the man or situation in general for the arousal, but it is not hard to make a woman who is into what is going on orgasm even when she is trying not to do so.
The same can be said of men.
If I am not into the woman or situation I am not going to become aroused, but if I am into it then I can’t stop myself from becoming aroused and eventually cumming if the woman knows what buttons to push.
That has been my experience anyway. I know that some women (and men) have a lot of trouble reaching orgasm, but usually if the body signals are paid close attention and the situation is just right it is easy to break through… even if they are not letting it happen.
To opposite side of that is that a woman (or man) can’t always make themselves orgasm either even if they very much wish to do so. I know I have been on the brink and almost straining for it and then it’s gone. A lost window of opportunity.

Seriously, if it ain’t happenin’, then it ain’t happenin’, and no amount of ‘effort’ can ‘make’ a woman orgasm. However…
I’ve had interludes when I’d ‘made’ my partner come. Call it the orgasmic conclusion of ‘frenzy-fucking’, or simply her ‘getting lost in the process’, but it’s almost a relinquishing of control by her, and allowing me to ‘go for it’. (This shouldn’t be confused with most of what you see in mainstream porn.) I had one partner in particular who was especially receptive to creating what we created together…and she very much handed me the keys, implying ‘Make me come.’
